Supporting English Language Learners (ELL) at Horizon International Bilingual School
At Horizon International Bilingual School, we are committed to ensuring that all English Language Learners (ELLs) receive the support they need to thrive in our academic programs. With students from diverse linguistic backgrounds, we recognise that proficiency in English is essential for their success in our  Integrated Bilingual Program. We implement a structured ESL support system based on the WIDA framework to achieve this, ensuring students receive tailored language instruction aligned with international best practices.


Our Approach to ELL Support

1. Comprehensive ELL Assessment & Placement
All non-native English-speaking students are assessed using the WIDA Model Test upon admission to determine their English proficiency level. 

Students are placed in the appropriate ESL support tier based on their scores.

2. Targeted Language Instruction

  • Our ESL programme is designed to develop English proficiency in listening, speaking, reading, and writing. We employ a dual-support model, offering:
  • Pull-out ESL sessions – Small-group instruction focusing on grammar, vocabulary, and language development.
  • Push-in classroom support – ESL specialists work alongside subject teachers to provide real-time language assistance.
  • Individual Learning Plans (ILP) – Personalised learning goals and progress tracking for each ELL student.

3. Immersive Learning Through the 3E Program (Expose-Experience-Engage)

  • To enhance English fluency in real-world contexts, we integrate the 3E Program, providing students with practical exposure and engagement:
  • Program Element Description Example Activities
  • Exposure: Increased interaction with English in daily school life, watching English media, interactive displays, and language immersion events
  • Experience: Hands-on learning through problem-solving, role-playing, debate clubs, and group projects.
  • Engagement: Active participation in English-speaking tasks, collaborative presentations, peer tutoring, storytelling competitions.


4. Student Learning Support Team (SLST) Mentorship

  • We empower peer-assisted learning through SLST, where bilingual and advanced students mentor ELL learners to build confidence and social integration.
  • SLST Level Role Responsibilities
  • Navigator Mentor Guide ELL students in academic tasks and language practice
  • Booster Peer Support Assist in break-time English conversations and collaborative games
  • Tutor Academic Coach Provide one-on-one tutoring and language support activities.

5. Transition & Progress Monitoring

Students are regularly assessed using WIDA Benchmarking and formative classroom assessments to ensure they are progressing toward full English proficiency. Parents receive detailed progress reports, and students are monitored for at least 9 weeks after exiting the ESL program to ensure a smooth transition into mainstream classes.
